Funding of Ukraine’s Security and Defense Sector Fully Implemented in 2025

The Office of the National Security and Defense Council of Ukraine analyzed the state of funding for the security and defense sector of Ukraine in 2025, within the framework of monitoring the implementation of the NSDC decision of October 2, 2024, “On proposals to the draft Law of Ukraine ‘On the State Budget of Ukraine for 2025’ regarding articles related to ensuring national security and defense of Ukraine.”

Funding of the security and defense sector of Ukraine from the general fund of the state budget during this period was carried out in full accordance with the monthly schedule.

The dynamics of receipts to the special fund of the security and defense sector of Ukraine during 2025 were positive. According to available data, expenditures from the special fund exceeded the annual planned indicators by 4.8 times.

It should be emphasized that the security and defense sector of Ukraine in 2025 was funded in the amount of over UAH 3.8 trillion, or 43% of the gross domestic product, which corresponds to the requirements of the Law of Ukraine “On National Security of Ukraine.”

This volume of expenditures made it possible, throughout 2025, to ensure the main needs of the subjects of the security and defense sector of Ukraine under conditions of martial law.
