Davyd ALOYAN
Deputy Secretary of the National Security and Defense Council of Ukraine.
Born in 1997 in Alchevsk. Citizen of Ukraine.
Education
In 2021, he earned a Master's degree in International Economic Relations from the Kyiv National Economic University named after Vadym Hetman.
Career and professional experience
During his studies, he was involved in entrepreneurial activities. He later worked at the Kyiv office of the American logistics company Everest TS LLC.
In 2021, he joined the Ministry for Strategic Industries of Ukraine. He advanced from the position of Leading Specialist in the Department for Investment Attraction, Public-Private Partnerships, and State Investment Projects to Acting Head of the Department for European and Euro-Atlantic Integration and Multilateral Cooperation.
In April 2025, he was appointed Deputy Minister for Strategic Industries of Ukraine for European Integration. In this role, he was responsible for the development of the defense-industrial complex, localization of production, international cooperation, and strategic planning.
He is fluent in Ukrainian, English, and German.
On 8 September 2025, by Decree of the President of Ukraine No. 673/2025, he was appointed Deputy Secretary of the National Security and Defense Council of Ukraine.
Areas of professional competence: national security and defense, development of the defense-industrial complex, localization of production, cooperation with European partners, the formulation of a defense-industrial development strategy.
