Ukrainian Experience is Changing Global Cybersecurity

26012026_2.jpg.jpegIn 2025, over 5,900 cyber incidents targeting Ukrainian infrastructure were recorded. This is 37% more than in the previous year. Every day, government agencies, the Armed Forces of Ukraine, and critical infrastructure enterprises successfully counter dozens of targeted enemy cyberattacks.

Ukraine ranks among the top five countries in the world in terms of the number of sophisticated cyberattacks. At the same time, the number of cyber incidents causing critical consequences decreases annually, demonstrating the effectiveness of the national cybersecurity system.

The National Security and Defense Council of Ukraine (NSDC) and its working body, the National Cybersecurity Coordination Center (NCCC), play a key role in the national cybersecurity system, ensuring its sustainable development, balance, and efficiency, as well as integration into the international cybersecurity system. The NSDC provides effective coordination and oversight, strategic planning in the field of Ukraine’s cybersecurity, analysis, and forecasting of the cyber threat landscape for proactive response to potential and current challenges and threats.

In addition, the NSDC coordinates the creation of a modern public-private partnership platform and international cooperation to strengthen Ukraine’s cybersecurity and enhance Ukraine’s role as a European cybersecurity leader.

In the face of unprecedented cyber, informational, and kinetic attacks, Ukraine demonstrates to the world an example of exceptional cyber resilience, achieved through the synergy of efforts by government bodies, military structures, and the private sector.

The state implements transparent policies in the field of cybersecurity, synchronized with EU requirements, promotes deeper cooperation with private business, develops the export potential of Ukrainian cybersecurity companies, and attracts international assistance for the implementation of large-scale cyber defense projects.

To transform Ukraine’s unique combat experience in cyberwarfare into an effective shield for protecting democracies and partner countries, the NSDC, together with key cybersecurity entities, is organizing the 3rd Kyiv International Cyber Resilience Forum (KICRF2026) on February 19–20 of this year. This event aims not only to present advanced Ukrainian innovations born of war but also to unite the world in forming a single cyber front against the aggressor and strengthening the global security system.

“War has proven that technological advantage and speed of decision-making determine the outcome of confrontations. We are building an ecosystem where the state and private sector act as a single organism. Ukrainian cyber resilience becomes a driver of innovations that are changing the rules of the game on the global stage,” emphasized NSDC Secretary of Ukraine and Head of the NCCC, Rustem Umerov.
