The National Security and Defense Council of Ukraine presented the priorities for cyber resilience of telecom networks at the NOGUA 2 conference in Lviv

NOGUA.jpegThe resilience of Ukrainian telecommunications during wartime was the central theme of the NOGUA 2 international conference, which was attended by representatives of the state, leading operators, and industry experts in Lviv.

The Staff of National Security and Defense Council of Ukraine was represented by Natalia Tkachuk, Head of the Information Security and Cybersecurity Service and Secretary of the National Cybersecurity Coordination Center, who outlined key state approaches to protecting communications in the context of full-scale war.

“In the face of unprecedented challenges, telecom operators perform a security function that is no less important than that of state institutions. Network reliability means people's safety, effective state governance, and the capability of our defenders,” she emphasized.

NOGUA 1.jpegAccording to representatives of the National Security and Defense Council, the Ukrainian telecom community has proven itself to be one of the most resilient sectors in the country. Telecom operators were able to ensure network availability even in regions that were subjected to intense shelling and cyberattacks.

During her speech, Natalia Tkachuk thanked the operators for their professionalism, endurance, and efficiency during the most difficult periods. She emphasized that it was their work that made it possible to maintain the critical communications necessary for the actions of the defense forces, the work of government services, and the provision of information to the population.

Special attention was paid at the conference to strengthening cyber security. Russian hacker groups remain one of the main threats to Ukraine's telecom networks, and, according to N. Tkachuk, cyber security should become an integral part of every operator's work.

“The state provides coordination and support. But real resilience is only possible when every market participant acts proactively,” she said.

NOGUA 2.jpegAmong the key initiatives discussed in Lviv was the creation of a specialized platform for sharing information about cyber threats in the telecom sector, based on the ISAC model. Such a center would bring together operators, IT specialists, and security experts, improve the quality of auditing and risk management, and strengthen the resilience of critical networks.

NOGUA 2 participants supported the position of the National Security and Defense Council of Ukraine: stable, secure, and technologically mature communications should be part of the state's defense system, not just an infrastructure service.

Therefore, Ukraine will continue to strengthen cooperation between the state and the telecom market. Only joint decisions, constant coordination, and responsible work by all industry participants can guarantee uninterrupted communications and protect people at a time when communications have become a critical element of our security.
