Decision of the National Security and Defense Council of Ukraine: Financing of the security and defense sector in 2026
The National Security and Defense Council of Ukraine adopted a decision “On proposals to the draft Law of Ukraine ”On the State Budget of Ukraine for 2026“ on articles related to ensuring national security and defense of Ukraine,” enacted by Decree of the President of Ukraine No. 692 of September 19, 2025.
In accordance with the decision of the National Security and Defense Council of Ukraine, the Cabinet of Ministers of Ukraine was instructed to provide for expenditures for 2026 for the security and defense sector of Ukraine not less than the amount of expenditures provided for by the Law of Ukraine “On the State Budget of Ukraine for 2025.”
At the same time, it was instructed to provide for the possibility of adjusting the amount of expenditures for national security and defense of Ukraine in 2026, taking into account the military-political situation.
Therefore, during 2026, if necessary, the Government shall decide on the allocation of additional financial resources to Ukraine's security and defense sector to meet urgent needs, in particular from the reserve fund of the state budget and other sources not prohibited by law.
It should be noted that for 2026, for the first time, it is planned to create a reserve fund for Ukraine's security and defense sector in the amount of UAH 200 billion.
Also, throughout 2026, measures should be taken to ensure full social guarantees for military personnel, enlisted and senior officers, and police officers. The implementation of social guarantees is an important area that is under constant control by the National Security and Defense Council of Ukraine.
Taking into account the economic capabilities of the state, tasks have been set to continue measures in 2026 to attract additional sources of military-technical assistance to Ukraine.
Priority areas have been identified for 2026 that will require adequate funding in order to achieve a sufficient level of the state's defense capabilities to deter further escalation of armed aggression by the Russian Federation against Ukraine.
In 2026, Ukraine's security and defense agencies should take steps to strengthen financial discipline in managing budget allocations and ensure the targeted, efficient, and effective use of budget funds.
The Ministry of Finance of Ukraine must ensure timely financing of the expenditures of the State Budget of Ukraine allocated to the security and defense sector of Ukraine in full during 2026.
In accordance with Article 2 of the Decree of the President of Ukraine No. 692 of June 19, 2025, control over the implementation of this decision of the National Security and Defense Council of Ukraine is entrusted to the Secretary of the National Security and Defense Council of Ukraine.
For reference: In accordance with the fifth paragraph of clause 1 of part one of Article 4 of the Law of Ukraine “On the National Security and Defense Council of Ukraine,” the NSDC of Ukraine considers and makes decisions on the draft Law of Ukraine on the State Budget of Ukraine on articles related to ensuring the national security and defense of Ukraine.
