Rustem Umerov Appointed Head of the National Cyber Security Coordination Center

site.pngPresident of Ukraine Volodymyr Zelenskyy has appointed Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, as the Head of the National Cyber Security Coordination Center (NCSCC).

The corresponding Decree was signed by the Head of State on July 24, 2025.

The National Cyber Security Coordination Center is a working body of the National Security and Defense Council of Ukraine, responsible for coordination and control in the field of cybersecurity. The Center plays a key role in strengthening the resilience of Ukrainian cyberspace, ensuring strategic interagency cooperation, and implementing national cyber defense policy.

Among the main tasks of the NCSCC are:

Coordination of actions of national system entities in responding to cyber incidents, cyberattacks, and cyber threats.

Analysis of the cybersecurity situation.

Organization of strategic-level cyber operations in the interests of national security.

Coordination of strategic communications in the field of cybersecurity.

The Center is also responsible for the implementation and monitoring of the Cybersecurity Strategy of Ukraine.

The NCSCC assesses the effectiveness of state policy in the field of cyber defense, prepares proposals for defining national interests in this area, and coordinates the involvement of international technical assistance.

One of the important powers of the Center is forecasting and identifying cyber threats, as well as submitting proposals for declaring a crisis situation in the field of cybersecurity.

The Head of the NCSCC also defines the operational procedures of the Center, formulates tasks for cybersecurity entities and controls their execution, and represents the NCSCC in interactions with state bodies, international partners, civil society, and other stakeholders.

This decision will enhance the effectiveness of responding to cyber incidents and strengthen coordination among key bodies in countering modern digital threats.
