Serhii Prokopenko: Implementation of sovereign artificial intelligence will significantly strengthen Ukraine's capabilities in countering modern cyber threats
Serhii Prokopenko, Head of the NCCC Support Department of the Information and Cybersecurity Service of the National Security and Defense Council of Ukraine, took part in the InfoSec Ukraine2025 conference held in Kyiv on Tuesday, May 6.
The panel discussion “Ukraine on the Cyber Front: Lessons from Hybrid Warfare” focused on the current landscape of cyber threats, strengthening cooperation between the public and private sectors, and the use of Ukrainian experience by foreign partners to build cyber resilience in Europe.
The NCCC constantly analyzes cyberattack trends and cybersecurity risks to predict and prevent threats to national security.
Serhiy Prokopenko outlined the main trends in cyberspace:
- Russia is improving coordination between cyberattacks, information operations, and military operations;
- the current stage of cyberwarfare is marked by the use of AI and big data analysis for targeted cyberattacks;
- the development of AI tools creates both challenges and opportunities for the national cybersecurity system;
- Ukrainian experience is used and implemented in partner countries.
“We are already working on creating sovereign AI in the interests of the security and defense sector. Its implementation will significantly strengthen the state's ability to counter modern threats, in particular in cyberspace,” said Serhii Prokopenko.
The participants noted the tendency of partners to take into account the Ukrainian experience of resilience in the cyber war with Russia when reforming the legal framework in the field of cybersecurity at the European level and the need for further exchange of experience within the framework of joint mechanisms for countering cyber, information and hybrid threats at the EU-Ukraine level. The NCCC has already held several joint training events for European partners. Currently, experts are preparing a practical training on resilience based on Ukraine's experience in the war against Russia.
The InfoSec Ukraine 2025 conference brought together Ukrainian and international experts to discuss innovations and solutions in the field of information and cybersecurity.
