Experts of the NSDC Staff took part in the round table discussion “The state and the private sector protecting national security: from interaction to partnership”

Experts of the Staff of the National Security and Defense Council of Ukraine took part in the round table discussion “The state and the private sector protecting national security: from interaction to partnership”, organized by the National Institute for Strategic Studies (NISS).

The event, which gathered together government officials and scholars, was focused on the political and legal conditions for developing public-private partnership in national security; approaches to the practical implementation of public-private partnership in certain areas of national security; directions of improvement of legal support of public-private partnership in the spheres of national security.

The NISS specialists – co-authors of the analytical report “The state and the private sector protecting national security: from interaction to partnership” presented its main points. The report analyzes, in particular, theoretical approaches to public-private partnerships in the security sector and their features, as well as the experience of developed countries, where such partnerships are a longtime and widespread practice. The report contains recommendations to the NSDC of Ukraine and central executive bodies on utilizing public-private partnerships while ensuring national security.

Experts of the NSDC Staff gave examples of successful cooperation with representatives of the private sector in the information support of events, in particular, training events organized by the Council’s Staff.

The participants noticed that public-private partnership in the security sphere has significant potential and opportunities to address issues of national security, in particular, in the areas of military security, information security, cybersecurity, protection of critical infrastructure. Therefore, it is necessary to improve the relevant legislation, to create a model of relations between the state, business, and society with a clear definition of tasks, rights, and responsibilities of each party.

According to the experts of the NSDC Staff, public-private partnerships should be based on fundamental national interests, defined by the Constitution of Ukraine and the Law of Ukraine “On National Security of Ukraine”, and mutual trust of state and non-state structures.
