Oleksiy Danilov: We must ensure full implementation of the Decrees of President Volodymyr Zelenskyy on the implementation of the NSDC decisions

Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov held a meeting on monitoring the implementation of the NSDC decision of March 19, 2021, “On the state of affairs in the field of subsoil use”, enacted by the Decree of the President of Ukraine of 25.03.2021 № 122; the NSDC decision of April 2, 2021 “On the application of personal special economic and other restrictive measures (sanctions)”, enacted by the Decree of the President of Ukraine of 03.04.2021 № 140; the NSDC of May 14, 2021 “On the application of personal special economic and other restrictive measures (sanctions)”, enacted by the Decree of the President of Ukraine of 21.05.2021 № 203.

Opening the meeting, the NSDC Secretary noted that the implementation of the Presidential Decrees on the implementation of the NSDC decisions should be fully ensured.

Mr. Danilov also drew particular attention to the importance of a thorough inspection by the State Service of Geology and Subsoil of Ukraine of subsoil use licenses, noting that granting a large number of such licenses to one person, which was observed in previous years, may indicate possible violations. Also, he said, the agency should conduct systematic monitoring of mineral extraction.

Mr. Danilov stressed the need to increase the effectiveness of ensuring the complete implementation of restrictive measures, which requires maximum cooperation and interaction between the Security Service of Ukraine, the Ministry of Internal Affairs of Ukraine, the Prosecutor General’s Office and other central executive bodies.

“It is necessary to translate all the processes concerning each subject of the sanctions lists into the maximum public level. “Cockroaches” are afraid of light, and the President turned it on on the second day after the election”, - Mr. Danilov said. “It is necessary to ensure systematic and comprehensive work to monitor the implementation of the NSDC decisions”.

“It is unacceptable to be neutral, - the NSDC Secretary added. - There must be an end to the activities of the criminal world”.

The sanctions implementers, together with the agencies concerned, should present the results of their work next week.

The relevance of amending the legislation in terms of improving the application of sanctions was also considered at the meeting.

It was also decided to hear reports on the results of the work of all entities involved in the implementation of the NSDC decisions, enacted by the Decrees of the President.
