In 2020, the financial resources for the security and defense sector of Ukraine were increased by 31,2 billion hryvnias

Within the framework of monitoring the implementation of the decision of the National Security and Defense Council of Ukraine of November 2, 2019 “On proposals to the draft Law of Ukraine “On the State Budget of Ukraine for 2020” on articles related to national security and defense of Ukraine”, enacted by the Decree of the President of Ukraine of November 2, 2019 №795, the Staff of the NSDC of Ukraine, on behalf of Secretary of the NSDC of Ukraine Oleksiy Danilov analyzed of the state of financing of the security and defense sector in 2020.

According to current data, the total financing of the security and defense sector amounted to 249,1 billion hryvnias or 6,25% of gross domestic product. Compared to 2019, the financial resources for the security and defense sector of Ukraine in 2020 were increased by 31,2 billion hryvnias or 14,3%.

It should be noted that in recent years the share of financing of the security and defense sector from the general fund of the state budget has been increasing, which is a positive trend, as the financing of the priority needs of the security and defense sector of Ukraine is guaranteed.

Also, during 2020, the security and defense sector bodies increased the planned revenues to the special fund of the state budget by 33%.

It should also be emphasized that at the insistence of the President of Ukraine Volodymyr Zelenskyy last year, for the first time, the defense forces were funded at more than 3% of GDP, which is required by the Law of Ukraine “On National Security of Ukraine”.

In general, the level of financing last year’s needs of the security and defense sector meets the requirements of the Law of Ukraine “On National Security of Ukraine” in terms of funding the needs of national security and defense at least 5% of GDP.

At the same time, the subjects of the security and defense sector of Ukraine do not always reasonably plan the necessary expenditures of the state budget for their satisfaction, and in some cases inefficiently and irrationally use budget funds.

Based on the analysis, Secretary of the NSDC of Ukraine Oleksiy Danilov instructed the Interagency working group on preparing materials for the NSDC meetings to draft proposals to improve the management of state financial resources in national security and defense and analyze the reasons for the inefficient mechanism of attracting state-guaranteed credit resources for the implementation of programs related to raising state’s combat capabilities and security.
