It is possible to hold the elections in Donbas only after demilitarization and decriminalization of this territory. This was stated by Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov in his interview to "Interfax-Ukraine" news agency.
Answering the question, whether it is possible now to return Ukrainian control over the border with the Russian Federation, Oleksandr Turchynov, stated: "Theoretically it is possible but that will be the second phase".
"The first phase - an actual ceasefire regime at the line of separation, the second - regaining control over the border by Ukrainian border guards, and only this will ensure the localization of the conflict", - he said.
"Until the border is closed, the deliveries of Russian military equipment, weapons and ammunition to the occupied territory of Donbas will continue. This, in its turn, will constantly create the danger of activation of large-scale hostilities, - NSDC Secretary of Ukraine stated. - Only after establishing of the ceasefire regime, after withdrawal of Russian troops and closing the border to shipments of arms, equipment and munitions, we will be able to say that the conflict is localized, and start discussing the topic demilitarization and decriminalization of the territory, and restoration of functioning of Ukrainian legislation there, and, in prospect, of conducting of the elections with the participation of all Ukrainian parties".
