The President holds an NSDC meeting: a decision to introduce a moratorium on unjustified business inspections has been adopted.

5.jpegOn July 21, the first meeting of the renewed National Security and Defense Council of Ukraine took place under the chairmanship of President of Ukraine Volodymyr Zelenskyy. The main topic was economic security and creating a favorable environment for the development of Ukrainian business.

The meeting participants considered an initiative to introduce a one-year moratorium on unjustified inspections of entrepreneurs by law enforcement and other supervisory bodies, and to eliminate their prerequisites at the legislative level. This decision was initiated by the head of state and supported by the NSDC as part of a comprehensive policy to strengthen Ukraine's internal resilience.

"The absolutely specific task is to direct more internal forces in Ukraine towards development, towards economic growth, and therefore – growth in production, growth in jobs that can support our defense and the resilience of Ukraine," President Volodymyr Zelenskyy stated.

The Secretary of the NSDC of Ukraine, Rustem Umerov, emphasized that supporting businesses is a direct matter of national security. According to him, the adopted decision is designed to reduce pressure on entrepreneurs while increasing accountability for abuses by controlling structures.

"Without genuine respect for entrepreneurship, a stable economy is impossible. And without a stable economy, there is no strong army. That's precisely why we in the NSDC view these decisions as part of Ukraine's comprehensive security architecture. The task the President set will allow Ukrainian entrepreneurs to breathe freely, scale up, create jobs, and sustain the state in the most difficult times," Rustem Umerov stressed.

The NSDC Secretary also reported that an audit of criminal proceedings regarding businesses is already underway in collaboration with the Office of the Prosecutor General, law enforcement, and anti-corruption agencies. The priority is to close cases that unjustifiably block business activity.

New approaches to state supervision were also discussed separately: the plan is to limit the number of inspections for low-risk enterprises, improve risk-oriented methodologies, introduce digitalization of processes, and evaluate the effectiveness of the controlling bodies themselves.

Furthermore, the Government will soon submit a number of draft laws to the Verkhovna Rada that will strengthen business protection, increase the accountability of officials, and allow justly using confiscated assets of Russian residents to support the Ukrainian economy.
