Priority for 2024 – ensuring full funding for Ukraine's security and defence sector

In accordance with the plan for January-February 2024, the general fund of the state budget provided and financed the security and defence sector in the amount of UAH 307.1 bn, which is 100% of the plan.

Besides, during this period, the Government has additionally allocated more than UAH 5 bn from the reserve and special funds of the state budget for urgent needs of the security and defence sector.

Also, in January-February this year, the payment of salaries and other social benefits to the personnel of the security and defence sector of Ukraine was ensured in full.

At the same time, the analysis shows that the security and defence sector entities of Ukraine sometimes use budget funds inefficiently and irrationally.

Some trends in the use of financial resources that may complicate the provision of the security and defence forces have been reported to the Cabinet of Ministers of Ukraine for appropriate measures.

It should be noted that in January-February this year, the security and defence sector of Ukraine was fully funded from the general fund of the state budget.

In the context of martial law and general mobilisation, the functioning of the budget system and the needs of national security and defence of Ukraine are carried out taking into account the specifics defined in paragraphs 22 – 23¹ of the Final and Transitional Provisions of the Budget Code of Ukraine (as amended).
