Financing of Ukraine's security and defense sector in 2022 amounted to 1 536,6 billion hryvnias or 32,5 percent of GDP
With the establishment of martial law, expenditures of the general fund of the state budget for the security and defense sector of Ukraine increased by 1 231,0 billion hryvnias compared to the beginning of 2022 and amounted to 1 485,5 billion hryvnias as of December 31, 2022. This is stated in the preliminary report on the financing of articles of the State Budget of Ukraine for 2022 related to ensuring the national security and defense of Ukraine, considered at the meeting of the National Security Council of Ukraine held on January 6, 2023, under the chairmanship of President of Ukraine Volodymyr Zelenskyy.
The increase in expenditures occurred through amendments to the Law of Ukraine "On the State Budget of Ukraine for 2022" - 928,8 billion hryvnias and at the expense of the reserve fund of the state budget - 302,8 billion hryvnias.
According to operational data, in 2022, compared to the planned indicators of the special fund of the state budget (12,7 billion hryvnias), the bodies of the security and defense sector of Ukraine increased their expenditures by 188,3 billion hryvnias. As of December 31, 2022, expenditures on national security and defense of Ukraine under the special fund amounted to 201,0 billion hryvnias. Charitable, humanitarian, and international technical assistance accounts for a significant portion of the revenues to the accounts of the special fund of the state budget of the bodies of the security and defense sector of Ukraine. The indicators of the special fund of the state budget will be clarified based on the results of the annual financial statements for 2022.
Therefore, in 2022, 1 536,6 billion hryvnias, or 32,5 percent of the gross domestic product, will be allocated to the national security and defense of Ukraine from the general and special funds of the state budget.
The indicated level of funding, according to the information of the subjects of the security and defense sector of Ukraine, made it possible to ensure in 2022 in the conditions of martial law the financing of the main priority areas of their activities, in particular, the acquisition of material and technical resources, the payment of financial support to military personnel, members of the rank and file, policemen and additional remuneration in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 28.02.2022 №168, payment of one-time monetary assistance to the families of fallen servicemen and other social benefits.
