The Subsoil Use Monitoring System has been presented at the Office of the President of Ukraine
Secretary of the NSDC of Ukraine Oleksiy Danilov presented the Subsoil Use Monitoring System within the information and analytical system of the Main Situation Center of the country “COTA”. The presentation took place in the Office of the President of Ukraine on Tuesday.
On July 23, 2021, President Volodymyr Zelenskyy by his Decree № 306 put into effect the NSDC decision of July 16, 2021 “On Stimulating the Exploration, Extraction and Beneficiation of Minerals of Strategic Importance for Sustainable Economic Development and Defense of the State”.
Among other things, the implementation of this decision will help improve the process of data exchange between government agencies in order to monitor and control subsoil use.
The Subsoil Use Monitoring System use has been established by the NSDC Staff within the “COTA” IAS, given that monitoring and control over subsoil use are issues of national security.
The system is based on a GIS portal, which presents and automatically updates information on special permits for subsoil use, ultimate beneficiaries and founders of companies that own special permits, conditions of issuance and history of status changes, subsoil area, production for the last year and the entire period of validity of the permit, mineral deposits, oil and gas wells, accrued rent for special permits and rent payment in the context of permit holders and communities, etc.
Relevant integrated data are provided by the State Service of Geology and Subsoil, the State Tax Service, and the Ministry of Justice of Ukraine and are updated automatically.
According to the Constitution of Ukraine, subsoil is the object of property rights of the Ukrainian people. As of December 14, 2021, there are 3070 special subsoil use permits in Ukraine, 581 of which are with the state’s participation. These permits are located in 1046 communities and owned by 2061 legal entities and 64 individual entrepreneurs. In 2020, their owners paid 51,4 billion in rent (including the use of water resources).
As previously reported, the NSDC Staff has developed and put into operation the modern information and analytical system of the Main Situation Center of the country “COTA”.
