Oleksiy Danilov: Reforming of the State Concern “Ukroboronprom” should be aligned with the Strategy for the Development of the Defense-Industrial Complex

Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov held an interagency meeting on the state of preparation of the draft main indicators of the state defense order for 2021 and 2022, 2023, development of the aircraft industry and reform of the State Concern “Ukroboronprom”.

Opening the meeting, the NSDC Secretary noticed that it is being held on the instruction of the President of Ukraine Volodymyr Zelenskyy. According to Mr. Danilov, the Head of State “is concerned about the process of drafting and implementation of the state defense order based on the results of the previous year”.

In particular, the NSDC Secretary called unacceptable the unreasonable revision of the main indicators of the SDO within a year after its approval, noticing that this is possible only under force-majeure circumstances.

The participants of the meeting informed about the state of preparation of proposals for the draft main indicators of the SDO for 2021 and 2022-2023.

The participants of the meeting also discussed issues related to the development of the aircraft industry and the reform of the SC “Ukroboronprom”.

The NSDC Secretary reminded that on June 25, 2020, the President of Ukraine instructed to prepare for consideration at the NSDC meeting issues related to the development of Ukraine’s aircraft industry simultaneously with the defense industry review.

“Regarding the reform of the State Concern “Ukroboronprom”, I emphasize once again that the directions and tasks for its reforming and development should be aligned with the Strategy for the Development of the Defense-Industrial Complex”, - he said.

Summarizing the discussion, Mr. Danilov stated that the subjects of SDO planning in 2021 should take measures to accelerate the drafting and submission to the National Security and Defense Council of Ukraine of “the most aligned” main SDO indicators for 2021 and 2022, 2023. “The SDO and all issues in the security and defense sector as a whole should be planned systematically and in a qualitative manner”, - he said.

Mr. Danilov also called the participants of the meeting to submit as soon as possible to the Council Staff materials and proposals to the NSDC decision on the results of the defense industry review, aircraft industry development, Strategy for the Development of the Defense-Industrial Complex and reform of the SC “Ukroboronprom”.
