Oleksandr Danyliuk: Establishment of the Financial Investigation Service is a priority task for detecting and preventing crimes against the interests of the state in the financial sphere

President of Ukraine Volodymyr Zelenskyy considers the establishment of the Financial Investigation Service as a priority. This was reported by Secretary of the National Security and Defense Council of Ukraine Oleksandr Danyliuk during the meeting on the preparation of the bill "On the Financial Investigation Service". Minister of Internal Affairs of Ukraine Arsen Avakov, Minister of Finance of Ukraine Oksana Markarova, Head of the State Tax Service Serhiy Verlanov, Deputy Head of the Security Service of Ukraine Oleksandr Karpenko, representatives of the Prosecutor General's Office of Ukraine, People's Deputies of Ukraine and advisers to the NSDC Secreatry attended the meeting.

According to Mr. Danyliuk, the Service will be an analytical, not a force center, aimed at preventing crimes in the financial sphere, in particular, it will be engaged in detection, termination, disclosure and pre-trial investigation of crimes against the interests of the state in the sphere of finances and related spheres, and will reveal systems factors that lead to economic crime and the commission of such crimes. This, as stressed by the NSDC Secretary, will, in particular, promote the investment attractiveness of Ukraine.

As a law enforcement agency, the Service will have the right to conduct investigative activities that will be carried out after thorough analytical work.

The number of employees of the FIS should not exceed 3000 people. The size of the new structure will be determined by the decision of the Cabinet of Ministers of Ukraine. A special commission will be set up to ensure transparency in hiring staff to the new Service. It will be open to members of the public, the scientific community and foreign partners.
