Oleksandr Danyliuk: Thanks to the joint work of the CEC, SSU, SSSCIPU, the National Police the smooth functioning of the “Elections” system and the State Register of Voters was ensured

This year's Presidential election in Ukraine showed that the CEC's infrastructure was constantly undergoing cyberattacks. At the same time, thanks to the joint and coordinated work of the CEC, SSU, SSSCIPU, the National Police the smooth functioning of the "Elections" system and the State Register of Voters was ensured. This was stated by Secretary of the NSDC of Ukraine Oleksandr Danyliuk in his speech at the meeting of the National Coordination Center for Cybersecurity held at the Main Situation Center.

According to him, the threat of external interference in the work of information and telecommunication systems of the Central Election Commission is one of the urgent challenges to the national security of Ukraine.

"We expect that during the snap elections of the People's Deputies of Ukraine, which will take place in July 2019, the intentions of unlawful interventions up to special cyber operations, especially from the aggressor country, will increase", - Mr. Danyliuk said.

He stressed that while all the mechanisms to prevent early interference with systems and networks have been worked out, much will need to be done to change the systemic approach in cybersecurity.

"The National Coordination Center for Cybersecurity at the NSDC has considered the CEC systems protection issues three times during the preparation and holding of presidential election. At the same time, it is not a cause for calming. It is necessary to constantly improve the CEC systems of cyberdefense of information resources and our ability to prevent and neutralize real and potential cyberthreats in a timely manner", - the NSDC Secretary stressed.

The CEC chairman, representatives of the SSSCIPU and the SSU reported on the results of the joint work.

The CEC Chairman Tetyana Slipachuk informed that today the level of protection of the CEC resources - the unified information-analytical system "Elections" and the automated system "State Register" is sufficient to counter any threats.

Representatives of the Security Service of Ukraine, the State Service of Special Communication and Information Protection, the Ministry of Defense and the National Police of Ukraine also announced their readiness to hold early elections of the People's Deputies of Ukraine. The SSU presented the draft Concept of countering cyberterrorism and cyber espionage.

In addition, the state of implementation of the Cybersecurity Strategy of Ukraine and the development of an appropriate Action Plan for 2020 were considered during the meeting.
