Secretary of the NSDC of Ukraine Oleksandr Turchynov has resigned, - the press service of the NSDC of Ukraine

Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov has resigned due to the termination of powers of the President of Ukraine. This is stated in his letter of resignation.

"Due to the termination of powers of the President of Ukraine, who appointed me to this post, I ask to consider the issue of terminating my powers as Secretary of the National Security and Defense Council of Ukraine in accordance with the legislation.

Given the ongoing armed aggression of the Russian Federation against Ukraine, I am ready to further defend the country directly in military service in any military unit or military structure", - the letter reads.

Oleksandr Turchynov served as Secretary of the NSDC of Ukraine from January 2015 to May 2019; during this time, significant steps have been taken to strengthen the country's defense and security.

The NSDC Secretary ensured coordination of the reform of the security and defense sector of Ukraine. For the first time in the history of independent Ukraine, a comprehensive review of the security and defense sector was carried out and, based on its results, the system of strategic documents of security and defense planning was updated, taking into account the relevant principles and standards of the EU and NATO.

Thanks to his efforts and perseverance, the following documents were adopted:

  • a new National Security Strategy of Ukraine,
  • Military Doctrine of Ukraine,
  • Concept for the Development of Security and Defense Sector of Ukraine,
  • Cybersecurity Strategy of Ukraine,
  • Strategic Defense Bulletin of Ukraine,
  • Concept of Reforming and Further Development of the State Management System in a State of Emergency and a Special Period,
  • Concept of Providing the Counter-Intelligence Regime in Ukraine,
  • Doctrine of Information Security of Ukraine,
  • a package of legal acts on the sanction policy of the state. In accordance with the Law of Ukraine "On Sanctions", the National Security and Defense Council of Ukraine adopted a series of sanctions decisions in respect of 3140 physical and 1193 legal entities.

A number of legislative acts regulating the activity of the security and defense sector of Ukraine were developed to provide social guarantees and protection of servicemen.

The new Law of Ukraine "On National Security of Ukraine" was approved. The mechanism for coordinating the activities of all components of the security and defense sector was improved. The Military Cabinet of the NSDC of Ukraine, the Main Situation Center of Ukraine were established, a network of situational centers of the security and defense sector is being developed.

At the initiative of the NSDC Secretary, the Law of Ukraine "On peculiarities of the state policy on ensuring the state sovereignty of Ukraine in the temporarily occupied territories in Donetsk and Luhansk regions" had been developed, according to which the Joint Forces Operation under the leadership of the General Staff of the Armed Forces of Ukraine was launched instead of the Antiterrorist Operation under the Security Service of Ukraine, as well as Russia was recognized as an aggressor and occupant.

A number of other laws of Ukraine, which regulate security issues, were developed and approved. These include, in particular, the Law of Ukraine "On Military-Civilian Administrations", the amended Law of Ukraine "On the Legal Regime of Martial Law", etc.

At Mr. Turchynov's initiative, the reform of intelligence agencies has been launched. The system of coordination of the activities of these bodies was institutionalized, the Head of the State developed and approved the National Intelligence Program for the period until 2020. The informing of the highest military-political leadership of the state was set up. A number of decisions were taken to improve the counter-intelligence regime, to strengthen the security of the state border, to modernize migration legislation in line with new challenges.

The system of strategic communications of the security and defense sector bodies is being established, which involves the coordinated and proper use of the state's communication capabilities - public diplomacy, public relations, civil-military cooperation, information and psychological operations, and measures aimed at the realization of national interests. Interaction with NATO and the EU has been established in this sphere.

The national system of cybersecurity and cyberdefense is being formed, which provides an efficient and adequate response to cyberthreats. The responsibilities of the components of this system are clearly defined. The NSDC Secretary headed the National Coordination Center for Cybersecurity, which ensured the security of state information resources, in particular, during the presidential election, and the systemic counteraction to cyberthreats; the National Telecommunication Network is being established.

Mr. Turchynov contributed in every way to the revival of the Ukrainian defense-industrial complex, which became one of the priority sectors of the economy: in the shortest time production was restored and new enterprises were created to provide the Armed Forces of Ukraine and other power structures with all necessary weapons and military equipment. The production of ammunition, never produced in Ukraine before, was launched on the advanced equipment.

The NSDC Secretary ensured the coordination of strategic defense programs, in particular, the restoration of the missile shield of our country. Under his direct leadership, the production of missile systems, in particular, "Vilkha", "Vilkha-M", "Neptune" and others was launched in the shortest possible time.

To analyze clearly the situation in the security and defense of our state, Mr. Turchynov had regularly visited the combat zone, where he was on the front line at the hottest spots.
