Secretary of the NSDC of Ukraine Oleksandr Turchynov held a meeting of the National Coordination Center for Cybersecurity
Under the chairmanship of Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov, a meeting of the National Coordination Center for Cybersecurity took place.
During the meeting, the issues of the security of critical information infrastructure, protection of information in the information-telecommunication systems of the Central Election Commission, as well as other topical issues of cybersecurity of the country have been considered.
According to Mr. Turchynov, Ukraine has a significant experience in establishing proper conditions for exercising the constitutional rights of its citizens. "We held democratic fair and transparent elections in 2014 despite any external attempt to influence their course or discredit democratic institutions", - he said adding: "There are reasonable grounds to believe that the Russian government will seek to use the election process for implementation of plans for hybrid aggression against our state at any price".
"The experience of the US and Western Europe indicates that the Kremlin will try to influence the socio-political processes through cybernetic and information space, therefore, information and cyber security of elections require concerted and coordinated work of many state institutions, especially the CEC, the State Service of Special Communications and Information Protection and protection of the relevant departments of the Security Service of Ukraine and the National Police", - the NSDC Secretary said.
Following the discussion, the Central Election Commission, the State Service of Special Communications and Information Protection, the Security Service of Ukraine, the National Police of Ukraine have been assigned to establish an interagency working group to secure reliable and safe operation of the Unified information-analytical system "Elections" during the presidential elections and elections of people's deputies of Ukraine in 2019.
The security agencies responsible for cyberdefence and protection have been entrusted to ensure timely detection, prevention and localization of possible cyber incidents and cyber attacks on information systems and state electronic information resources of the CEC.
Cyber training in joint measures on cyberdefense and countering external interference in the work of information and information-telecommunication systems of the CEC will be conducted.
The National Police of Ukraine was been instructed to ensure proper protection of telecommunications equipment and telecommunications networks required for data exchange between a central hub and separate regional bodies administering the State register of voters.
The tasks to modernize the Comprehensive information security system of the Automated information-telecommunications system "The State register of voters" were set out; modern means of cryptographic protection will be applied to protect information transmitted in the system.
It has also been instructed to provide methodological and practical assistance to the CEC in the proper protection of the official websites of the Central Election Commission, to carry out the appropriate training of the personnel involved in the operation of the system.
Moreover, a comprehensive solution has been adopted at the meeting on enhancing cyber protection of critical infrastructure and developing a single interactive cyber incident database for the needs of the Ministry of Defense of Ukraine, the State Service of Special Communications and Information Protection, the Security Service of Ukraine, the National Police of Ukraine, the National Bank of Ukraine, and intelligence agencies.
