Oleksandr Turchynov: The NSDC of Ukraine will decide on liberalization of foreign economic activity for domestic arms manufacturers in the nearest time

The National Security and Defense Council of Ukraine plans to decide on liberalization of foreign economic activity for domestic arms manufacturers in the nearest time. This was stated by Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov in his speech at the IX National Expert Forum in Kyiv.

The NSDC Secretary reported that the share of private sector in the total volume of arms production is constantly increasing, and now "over 50% of the State defense order is executed by private companies".

"The NSDC is preparing a decision on liberalization of foreign economic activity in the nearest time. It provides for permission to all manufacturers of military equipment and weapons, whether they belong to the public sector or private, to directly export their products without the mediation of state specialized companies. We will allow the import of military products for the needs of manufacturers of military equipment and weapons, as well as the import for non-state enterprises that have direct dealerships with foreign arms producers", - he said. - We remove all restrictions on direct contracts for our power ministries on the procurement of weapons abroad when the domestic producer cannot meet these needs".

"This is a major step that will significantly strengthen our defense capability and give a powerful impetus to the development of the defense industry", - Mr. Turchynov noted. "Liberalization is an important trend for the development of the defense industry. However, liberalization of foreign economic activity does not imply a reduction of strict export control and compliance of our actions with all international agreements signed by Ukraine", - he underscored.

"We are also ready to initiate before the Parliament the lifting of restrictions on privatization and attraction of investments to our state defense enterprises, and we are interested that our strategic partners-NATO members become our primary investors", - Secretary of the NSDC of Ukraine summarized.
