Regarding the Concept of reforming and further development of the state management system in a state of emergency and a special period
The important direction of improving the legal basis of the national security and defense sphere is working out the documents on the state's functioning during a state of emergency or martial law.
Drastic changes of the security situation due to the Russian aggression against Ukraine and hostilities in Donetsk and Luhansk regions have outlined the need for eradicative intensification of this work.
Therefore, on September 13, 2017, the National Security and Defense Council of Ukraine considered and approved the draft Concept of reforming and further development of the state management system in a state of emergency and a special period.
The Concept defines the goal and ways of reforming and further development of the state management system in a state of emergency and a special period according to the updated principles and priorities of the state national security and defense policy, as well as takes into account the current security situation in Ukraine and the state's capabilities.
The implementation of the Concept will allow reforming the state management system in a state of emergency and a special period, ensure joint command of the security, defense, and civil protection forces in accordance with the principles and standards of the NATO states.
