Oleksandr Turchynov: The NSDC of Ukraine has assigned to strengthen control over border crossing and movement of citizens of the Russian Federation by the territory of Ukraine

The National Security and Defense Council of Ukraine has assigned to strengthen control over border crossing and movement of citizens of the Russian Federation by the territory of Ukraine. This was stated by Secretary of the NSDC of Ukraine Oleksandr Turchynov in his comment to the media after the meeting of the Council.

According to him, the NSDC of Ukraine instructed the Cabinet of Ministers of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of Internal Affairs, border guards and the State Migration Service of Ukraine to develop a set of measures of strengthening control over the entry, departure and staying of citizens of other states and stateless persons in the territory of Ukraine.

"In order to protect the country from penetration of terrorists, saboteurs, spies, criminals and illegal migrants in its territory, it was assigned to introduce entry into Ukraine by biometric passports, as well as the mandatory collection of biometric data, primarily fingerprints, for citizens of the Russian Federation and other countries and stateless persons - except for the states, with which Ukraine has the relevant agreements", - Mr. Turchynov said.

He explained that a strict border control regime will be established and, above all, this decision will apply to Russian citizens. "This issue is connected with the strengthening of security after the recent terrorist attacks, it is needed to protect the country from Russia's hybrid aggression", - Secretary of the NSDC of Ukraine noted.

"Moreover, - Oleksandr Turchynov pointed out, - the Ministry of Foreign Affairs has been assigned to develop an electronic system for the preliminary registration of citizens of the Russian Federation, who wish to cross the state border of Ukraine. The requirements for registration of citizens of the Russian Federation in the places of their temporary stay in the territory of Ukraine will also be introduced".

Mr. Turchynov added that to implement this decision, in particular, technical support for collecting biometric data, an appropriate technical infrastructure will be established at all border crossing points. "The Border Guard Service will be provided with a significant budget resource to acquire the necessary equipment and strengthen the technical protection of the border", - Secretary of the NSDC noticed.
