By having signed a decree on recognition of passports and other documents of the so-called LNR and DNR, Putin left the Minsk process, Secretary of National Security and Defense Council of Ukraine Oleksandr Turchynov stated.

According to him, the Minsk process involves de-occupation of Donbas and its return to the legal field of Ukraine.

"By having signed this decree, Putin legally recognized quasi-state terrorist groupings that previously had been covering Russia's occupation of Donbas like a fig-leaf", - Oleksandr Turchynov said.

"Such a step by the Kremlin, - Secretary of the NSDC Ukraine underscored, - completely negates the Minsk process and equals to Russia's statement about leaving it".
