Oleksandr Turchynov: The key task of further implementation of the reform of the national security and defense system is the development of the security and defense potential of the state

The key task of further implementation of the reform of the national security and defense system is the development of the security and defense potential of the state.

This was stated by Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov in the article "National Security of Ukraine: Challenges and Priorities" published in the "Voice of Ukraine" newspaper on Wednesday.

Oleksandr Turchynov noted that for the first time in the history of independent Ukraine, a comprehensive review of the security and defense sector was conducted. Based on this review, the NSDC of Ukraine adopted a system of strategic security and defense planning documents, including the National Security Strategy of Ukraine, the Military Doctrine of Ukraine, the Concept of the Development of the Security and Defense Sector of Ukraine, the Cybersecurity Strategy of Ukraine. In this context, he reminded the launch of the work of the National Cybersecurity Coordination Center under the NSDC of Ukraine.

The Strategic Defense Bulletin of Ukraine, according to him, develops and elaborates the provisions of the National Security Strategy of Ukraine, the Military Doctrine of Ukraine and the Concept of the Development of the Security and Defense Sector of Ukraine and is the final document in the defense planning cycle, sets out specific measures regarding the reform of the Armed Forces of Ukraine and other defense forces.

The NSDC Secretary stressed the successful reform of power structures, the deepening of cooperation with NATO and consistent implementation of the Alliance standards in the defense and security sector of Ukraine.

"The development of the domestic defense-industrial complex gained a powerful impetus and has transformed into one of the priority sectors of the economy, - Mr. Turchynov noticed stating that "the enhance of combat potential of artillery systems and the restoration of reliable air defense, production of ammunition, the development of telecommunication systems, automated systems of troop and intelligence command and control should become the absolute priority of the restoration of the missile shield of Ukraine".

In his opinion, the security and defense sector of Ukraine is being formed as an integrated system with unified management, the mechanism of coordination of its components was improved. "In particular, by the decisions of the National Security and Defense Council of Ukraine, the NSDC Military Cabinet and the Main Situational Center of Ukraine were created, the network of situational centers of the defense and security sector bodies, central and local executive authorities is actively developing. Particularly, situational centers have been established in all regional public administrations. This network allows to ensure on-line coordination and control of the activities of state bodies, and in the case of crisis situations - to transfer to the Main Situational Center of the state the management of forces and facilities of the security and defense sector of Ukraine", - it is said in the article.

"The reform of the national security and defense was supported by a majority of citizens of Ukraine as well as of foreign partners, first of all, of the NATO member states. The key task of further implementation of the reform of the national security and defense is the development of the security and defense potential of the state. Special responsibility for the reform progress is imposed on the heads of the security and defense sector in accordance with the tasks set by the President of Ukraine and the National Security and Defense Council of Ukraine", - the NSDC Secretary stressed.

 Mr. Turchynov also noticed that all these reforms are possible only on the basis of successful economic development, which requires a significant increase in the efficiency of the state machinery, to ensure total fight against corruption, to create favorable conditions for national producers and foreign investors.

"I am convinced that we can do it all. But the main prerequisite for this is consolidation and unity of our nation", the Secretary of the NSDC of Ukraine summarized.
