Press release subsequent to the results of the meeting of NSDC
On July 20th the meeting of the National Security and Defense Council of Ukraine took place, during which as a first issue the urgent measures to prevent and neutralize threats to national security were discussed.
This is about the amplification of the coordination of security and defense sector functioning to prevent internal and external threats, in particular, of terrorism and sabotage activities of the aggressor state and its agents.
Besides that, the issue "On additional measures on introduction of visa-free regime between Ukraine and the European Union" was addressed at the meeting.
Considering the importance and significance of the issue on abolition of visas to EU Member States and other countries of the Schengen zone for the citizens of Ukraine it is assumed to provide the raft of measures of legal character, as well as the Action Plan implementation in the sphere of fighting against organized crime, terrorism and corruption; counteraction to legalization (laundering) of proceeds from criminal activities; implementing an integrated system of border management and migration, strengthening the protection of personal data and document security. It is assumed to set up a person identification system and integrated database system to speed up the introduction of visa-free regime between our country and the EU.
Also, the issue "On measures to protect the national interests of Ukraine in the aviation area" was considered. In order to develop the aviation area of Ukraine and the consumer protection it was suggested to take systematic measures on restriction of monopoly in this market, improvement of international regulatory and contractual framework of air transportation and consistent implementation of the "Open Skies" regime. In addition, the Antimonopoly Committee of Ukraine was instructed to investigate before September 1st the violations of the legislation on economic competition protection committed by economic entities operating in the aviation market.
Special attention was paid to the issue "On the status of the implementation of measures to protect the property rights and interests of Ukrainian state in connection with the temporary occupation of the territory of Ukraine".
During discussion of this issue the relevant ministers were debriefed concerning the terms and timing of the submission of claims to the international courts for the compensation of losses which our state has undergone as a result of Russia's aggression in Crimea and in the East of Ukraine. In particular, it was decided to speed up the coordination and information-analytical support of this work, and providing of legal aid to private investors and citizens of Ukraine who suffered from Russian aggression.
As a separate issue the consideration was given to the state of realization of the tasks of engineering arrangement of defensive lines and areas in the zone of the antiterrorist operation.
During the consideration of this issue the state of construction of the defensive lines in the area of ATO was analyzed and shortcomings in realization of this task were identified.
The measures to improve this work were decided on, and also measures concerning punishment of those responsible for the improper performance of their duties and poor quality of the work, in particular regarding Zaporizhzhya and Ivano-Frankivsk regional administrations.
Also, NSDC has considered the issue "On the Project threat to nuclear facilities, nuclear materials, radioactive waste and other sources of ionizing radiation in Ukraine".
Upon consideration of this issue a new Project threat has been approved which takes into account the significant changes in the security environment due to Russia's aggression.
In addition, the information of Ministry of Health of Ukraine on the state of immunobiological protection of the population of Ukraine was presented and instructions were given to take immediate measures to prevent a critical situation in regard of providing the populace of the state with vaccines.
