Press release after the meeting of the NSDC on May 6
May 6, 2015 a meeting of the National Security and Defense Council of Ukraine was held. During the meeting the NSDC approved National Security Strategy of Ukraine, which is the main defense-planning document.
The Strategy is designed for implementation by 2020 of national security policy priorities and reforms envisaged by the Association Agreement between Ukraine and the EU and by the Sustainable Development Strategy «Ukraine - 2020». The key point of the Strategy is a creation of a new system of national security and defense, able to guarantee the sovereignty and territorial integrity of Ukraine from the whole complex of possible threats, especially from armed aggression.
Also, the National Security and Defense Council of Ukraine considered the issue of strengthening the defense capability of the state and measures to ensure it. Military threats and possible scenarios of the situation were examined in a full and thorough manner; prompt measures against military aggression were worked out.
A set of measures to accelerate the construction of fortified lines and borders, strengthening defense and security capabilities of the state, development of medical support of military personnel was approved at the meeting. For disruption of construction of defensive lines deadlines the heads of the Zakarpattya regional state administration and of the Donetsk regional state administration got reprimands.
At the same time important decisions on capacity building and management of defense-industrial complex, on the Armed Forces of Ukraine and the National Guard supply with modern weaponry and military equipment of domestic production, on improving missile technologies were made. Interagency Commission on Military-Industrial Complex (working body of the National Security and Defense Council of Ukraine) was created.
After considering the issue «On measures to enhance crime fighting» it was decided to develop and accelerate the adoption of relevant laws, including the Law «On the National Police». A set of urgent measures to combat crime primarily will be focused on the prevention and investigation of grave crimes, committed with a use of firearms, such as intentional homicide, banditry, unlawful imprisonment, raiding.
The National Security and Defense Council of Ukraine debriefed the Minister of Internal Affairs of Ukraine Arsen Avakov on the state of investigation of high-profile crimes.
In addition, the issue of energy security was considered during the meeting. Measures on the de-monopolization of energy market, the diversification of sources of energy, the nuclear power development, the use of hidden reserves of fuel and energy complex, providing with energy coal of all necessary types, the preparations for the heating season 2015-2016 were considered.
