Back in 2025, Ukraine proposed the Drone Deal framework to the United States. The initiative envisaged the export of Ukrainian expertise and technologies, with the potential for joint production of solutions in the future. Ukrainian and American teams are currently working on various aspects of this agreement.

In 2026, European countries and states in the Middle East turned to Ukraine for security expertise.

What Does the Drone Deal Include?
The Drone Deal is a multi-year international cooperation program initiated by Ukraine and aimed at comprehensive collaboration in the fields of security and defense. It combines Ukrainian combat expertise, supply chains, and defense-industrial cooperation.
The Drone Deal may include a range of projects depending on the specific needs of partner countries, such as air defense development, scaling drone technologies, training programs, and defense-industrial production. The entire framework is built upon Ukraine’s combat experience.
The 10-year agreement format allows for a partnership that is both flexible and stable. These arrangements are designed for the long term and create a foundation for sustainable financing of joint initiatives.

Ukraine exports technologies that have been tested and proven in real combat conditions, shares military experience and expertise, and gains opportunities to scale its achievements together with its partners.
Partnership Geography
Ukraine has already signed its first 10-year agreements with the UAE, Saudi Arabia, and Qatar. In addition, requests have been received from 11 countries.
At the same time, negotiations are ongoing with several European countries, including Germany, Norway, Italy, the Netherlands, Sweden, the United Kingdom, and France.
Cooperation Mechanism
Cooperation is built in stages: from a partner’s request, to the development of specific solutions and agreements, followed by the signing of arrangements and the establishment of priority projects and areas of cooperation.
