At the National Security and Defense Council of Ukraine, it is proposed to create a Bureau of Sanctions Policy - a draft law
On Monday, the government committee considered online the issues that arose during the development of the draft law "On the principles of the sanctions policy of Ukraine".
This legislative act, the first version of which was developed by the NSDC Staff, was finalized by an interdepartmental working group created at the Secretariat of the Cabinet of Ministers of Ukraine. The working group included representatives of the NSDC Staff, the Secretariat of the Cabinet of Ministers, the Office of the President of Ukraine, the National Bank of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Defense of Ukraine, the Ministry of Economy of Ukraine, the Ministry of Internal Affairs of Ukraine, the Office of the Prosecutor General, State Financial Monitoring and some other state bodies.
The draft law contains a number of significant innovations, in particular, in the part of the list and powers of subjects in the field of sanctions policy, subjects making proposals regarding the application, change or cancellation of sanctions, the procedure for correcting sanctions, etc.
According to the draft law, the Bureau of Sanctions Policy is a working body of the National Security and Defense Council of Ukraine, which will coordinate the activities of subjects implementing the sanctions policy of Ukraine.
Among other things, the Bureau will check proposals on the application of sanctions for compliance with conceptual approaches, directions, measures in the sphere of sanctions policy of Ukraine, determined by the NSDC of Ukraine.
Acting Head of the Staff of the National Security and Defense Council of Ukraine Andriy Ziuz, who took part in the committee meeting, noted that the NSDC Staff is "fully ready" to work on the creation of the State Register of Sanctions, which is planned to be created according to the draft law. The NSDC Staff, which is the administrator of this register, is proposed to allow processing of all types of information with limited access and to provide access to databases and registers of other state bodies.
The meeting participants supported the proposal to urgently send the draft law for consideration by the Government. After that, it will be sent to the Verkhovna Rada of Ukraine.
