At the initiative of the NSDC Staff, a series of exercises has been launched within the project of establishing the National Resilience Coordination Center

At the initiative of the Staff of the National Security and Defense Council of Ukraine and with the support of the Embassy of the United Kingdom of Great Britain and Northern Ireland in Ukraine, a series of exercises has been launched within the project of establishing the National Resilience Coordination Center.

On Tuesday, during the first practical seminar “Program of state risk assessment. Lviv Region Risk Register”, a group of Lviv City Council officials got acquainted with the concept of the State Risk Register in order to improve management during crises and emergencies in Ukraine.

The NSDC Staff was represented by Advisor to the NSDC Secretary Andriy Ziuz and Head of the Service for Ensuring Coordination of Activities of Executive Bodies in the National Security Sphere Kostiantyn Romantsov; Deputy Defense Advisor Robin Seaword represented the UK Embassy. Professor at the British Emergency Planning College Roger Gomm also attended the meeting.

The pilot project “Online training program on the establishment of the Lviv region risk register” is planned to be implemented on January 26 -March 9 next year. Participants will get acquainted with a comprehensive model of emergency management and ways to use it in developing organizational resilience, as well as the types of situations and what is needed to manage the response to them.

The acquired experience will be used by civil servants in other regions of Ukraine. It will also be useful in developing a state risk register.

As previously reported, the National Security Strategy of Ukraine, recently approved by President of Ukraine Volodymyr Zelenskyy envisages the establishment of a national resilience system to ensure a high level of readiness of society and the state to respond to a wide range of threats.

In November this year, Secretary of NSDC of Ukraine Oleksiy Danilov held an interagency working meeting with representatives of the executive authorities, people’s deputies of Ukraine and the expert community on the establishment of the National Resilience Coordination Center, which “should become not only a structure for rapid response to challenges but also a powerful analytical hub, which will employ specialists - representatives of the security and defense sector”.

In early December, the NSDC Secretary also presented an open data web resource created by the Council Staff within the “COTA” information-analytical system to monitor and comprehensively analyze the state of national security on regional development trends, forecast socio-political, economic and social processes at the regional level.
