Oleksandr Turchynov: The development of non state enterprises of the military-industrial complex is an incentive to improve the quality of military-technical products
Secretary of National Security and Defense Council of Ukraine Oleksandr Turchynov believes that the development of competition in the military-industrial complex will stimulate quality improvement and contribute the price reduction of military-technical products. He told this during a review of the products of non state scientific-production enterprise "Aerotehnika-MLT", specializing in the manufacture of air defense means.
According to Mr. Turchynov, during the systematic destruction of the Armed Forces of Ukraine, which took place directly till the beginning 2014, "the Air Defense System of our country was affected the most".
"Therefore, the restoration of the potential of the Air Defense was determined by the National Security and Defense Council of Ukraine as a priority task for our country in 2016", - he stressed.
Among the products worth attention NSDC Secretary called the "modernized radars P-180 and MARS-L, the modern radio altimeter PRV-16MA, mobile command point 'Module' as well as the modernized anti-aircraft missile systems S-125-2D and 'Cube'". In the nearest future, Mr. Turchynov said, the military tests of anti-aircraft missile complexes S-125-2D will take place, and some time later - of the system "Cube".
He pointed out that the enterprise carries out the modernization and manufacturing of sophisticated complexes according to NATO standards "in cooperation with Alliance member states". "Not a single spare part, not a single element base of Russian production is used for these complexes", - NSDC Secretary stated, adding that: "This is crucial for us".
"Moreover, an important aspect is that "Aerotehnika-MLT" is not a state enterprise. And when we talk about the restoration of military-industrial complex of Ukraine, which is developing at a quite swift rates, we mean not only the State Concern "Ukroboronprom", but also non-state enterprises, which today provide a serious competition to it", - Oleksandr Turchynov said, adding that "Aerotehnika-MLT" is not the only non state enterprise that effectively works to improve the military technology. "Such enterprises operate in different segments of the military-industrial complex, both independently and in cooperation with the State Concern "Ukroboronprom", - he said.
"All this creates a competition and as a result our military can choose the best products by a ratio of price and quality that creates conditions to economize budget funds and provides a significant improvement in the quality of the offered products", - NSDC Secretary stated.
That is why, in his opinion, the development of a non state component of the military-industrial complex and fair and transparent competition is very serious incentive to improve the quality and reduce the prices of military-technical products. "All this creates real preconditions for strengthening of our defense capability as well as for restoring our positions on the world arms markets, - Oleksandr Turchynov emphasized. - We will support the establishment of production capacity, which would manufacture the competitive weapons and military equipment". "Exactly this competition, establishing of new enterprises, we perceive as a cornerstone of powerful military potential of our country", - NSDC Secretary stated.
