Oleksandr Turchynov: Common civil protection system allows in time to warn our citizens about dangers

The Common civil protection system will be created in Ukraine. This was announced by the Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov today at the briefing after the meeting of the NSDC of Ukraine.

Oleksandr Turchynov noted that Ukraine witnessed when the aggressor didn't conduct open warfare and committed terrorist acts and provocations. That's why today at the meeting of the NSDC of Ukraine the issues of creation of the civil protection system and minimization of consequences from terrorist attacks were considered.

"The detailed decision in issues of counter-terrorism activities was worked. The Cabinet of Ministers and Security Service of Ukraine have to work out new regulations on common state system of prevention, reaction and counteraction of terrorist acts and minimization of their consequences", ‑ said the Secretary of the NSDC of Ukraine.

He explained that there were three levels of threat in this system: blue ‑ increased, orange ‑ high, red ‑ critical.

Oleksandr Turchynov said that criteria for identifying these threats would be also developed and actions for all subjects of the executive power, systems of the territorial defense and civil protection would be identified.

"Our citizens must know about current measures and what they should do in case of danger", ‑ he said.

In addition, the Secretary of the NSDC of Ukraine said that we were talking about a set of measures of creation in Ukraine of the common civil protection system, which was under responsibility of the Cabinet of Ministers of Ukraine, Ministries and departments, which should begin with identification of civil protection objects and, in particular, work out a plan of study for higher and secondary schools and places of work.

"We must be prepared for any provocations and attacks of the aggressor. And this should not be a surprise. The whole country must be ready to counter the aggression", ‑ underlined Oleksandr Turchynov.
