Serhiy Demediuk: the definition of the concept of "cyber war" will contribute to bringing to justice those who commit war crimes against Ukraine without setting foot on its land

On March 30, 2023, Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Demedyuk and Deputy Head of the Information Security and Cybersecurity Service of the Staff of NSDC of Ukraine Volodymyr Zverev took part in the annual All-Ukrainian scientific and practical conference dedicated to solving management problems information security of the state.

Representatives of the Ministry of Defense of Ukraine, the Security Service of Ukraine, the General Staff of the Armed Forces of Ukraine, the National Police of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the Committee of the Verkhovna Rada of Ukraine on National Security, Defense and Intelligence, the Kyiv Chamber of Commerce, the National Academy of Sciences of Ukraine, and the media community.

Among the issues discussed during the conference, special attention was paid to the importance of the normative definition of the term "cyberwar".

"Today, everyone defines the concept of "cyber war" according to their knowledge and experience. But no country in the world still has a single clear formulation. We have to define the concept of "cyber war" and its interpretation. This will contribute to bringing to justice those who commit war crimes against Ukraine and its citizens without setting foot on Ukrainian soil," Serhiy Demedyuk said.

During the conference, the participants discussed ways to counteract the information and psychological influence of the russian federation on the Ukrainian military and to strengthen the protection of information with limited access in wartime conditions.

It was also proposed to launch a unique scientific study of cyber warfare. For this, they plan to involve representatives of all subjects of cyber security, critical infrastructure facilities, public organizations and scientific institutions.
