The NCSCC is working on improving the regulatory and legal framework in the field of cyber security

The National Cybersecurity Coordination Center at the NSDC of Ukraine together with the National Academy of the Security Service of Ukraine  and the Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine with the assistance of the Verkhovna Rada of Ukraine and the Institute of cyber warfare research held a scientific and practical seminar on the topic: "Organizational legal principles of the development of the cyber security system of Ukraine".

Representatives of the Security Service of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the National Police of Ukraine and the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” also took part in the event.

"In recent years, for the first time in Ukraine, the minimally necessary regulatory and legal framework for cyber security was created. The second edition of the Cybersecurity Strategy of Ukraine and the relevant provisions, which are enshrined in presidential decrees, government resolutions and adopted laws, have been adopted. The first steps have been taken, and we must continue to systematically approach the issue of improving the regulatory framework, taking into account the experience gained in the world's first cyber war," Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Demedyuk said.

The Head of the Information Security and Cybersecurity Service of the Staff of NSDC of Ukraine, the NCSCC Secretary Natalia Tkachuk noted that now, for the first time, the NCSCC, the main subjects of the national cyber security system, the Verkhovna Rada of Ukraine, scientific institutions and the private sector are working as a united front. "Today, not only are we studying the international experience of rulemaking, but our international partners are also seeking to study the experience of Ukraine. And the main topic to which attention is now focused is the legislative regulation of the creation of cyber troops in Ukraine, which is a top-priority task for us," Head of the Service said.

"We have to demonstrate to the whole world that Ukraine is a real European state, and is guided by pan-European values and principles, and above all by the rule of law," Natalia Tkachuk emphasized.

During the event, Ilya Vityuk, Head of the Cyber Security Department of the Security Service of Ukraine, spoke about the SSU's achievements in countering cyber and information aggression, as well as the SSU`s legislative initiatives aimed at strengthening Ukraine's information security.

People's Deputy of Ukraine Oleksandr Fedienko talked about the effective work of the legislative body on the development of legal foundations in the field of cyber security, and the Deputy Head the State Service for Special Communications and Information Protection of Ukraine Oleksandr Potii spoke about the importance of draft law No. 8087, which is aimed at strengthening the cyber protection of state bodies and critical infrastructure facilities.

The participants of the event discussed problematic issues of legal regulation of cyber security of Ukraine. The developed proposals will be used during the rule-making work carried out by the Committee of National Security, Defense and Intelligence of the Verkhovna Rada of Ukraine, whose competence includes issues of cyber security.
