Oleksiy Danilov held an interagency meeting on the state of implementing the SDO in 2020 and preparing draft key indicators of the SDO for 2021 and 2022, 2023

Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov held an interagency meeting “On the state of implementing the state defense order in 2020 and preparing draft key indicators of the state defense order for 2021 and 2022, 2023”.

Representatives of ministries and agencies reported on the state of implementation of the SDO key indicators planned for 2020 and the use of state guarantees provided for the current year.

Following the discussion, the NSDC Secretary stressed that each state customer should analyze the SDO implementation in 2020 and take measures to ensure that mistakes are not repeated in the future.

The participants of the meeting also discussed the state of preparation of the draft of the SDO key indicators for 2021 and 2022, 2023.

“The key indicators of the defense order should be considered at a meeting of the National Security and Defense Council of Ukraine and approved by the Cabinet of Ministers of Ukraine within a month after the law on the State Budget of Ukraine enters into force”, - the NSDC Secretary stressed.

In this context, Mr. Danilov addressed the state contractors to submit proposals for the draft SDO key indicators for 2021 and estimated SDO indicators for 2022 and 2023 to the authorized body for coordination of defense orders and to the NSDC Staff as soon as possible.

At the same time, the NSDC Secretary stressed that “planning, a systematic approach to drafting and implementing the SDO should be fundamental, taking into account the need to implement NATO standards”. “This is a landmark for us”, - Mr. Danilov said.

The authorized body for coordination of the defense order must ensure the development, approval in the prescribed manner of the draft key SDO indicators for 2021 and estimated indicators of the state defense order for 2022 and 2023 and submit within two weeks after the entry into force of the Law of Ukraine “On the State Budget of Ukraine for 2021” for consideration by the NSDC of Ukraine.

The participants of the meeting also discussed the preparation of draft acts of the Cabinet of Ministers of Ukraine due to the adoption of the Law of Ukraine “On Defense Procurement”.

The Ministry for Strategic Industries of Ukraine and the Ministry of Defense should accelerate the work on submitting to the Government draft acts necessary to introduce a new model of defense procurement and make proposals to the Government to define common approaches to the organization of defense procurement in 2021.
