Mykhailo Koval: The bill on the development of the territorial defense system is ready for submission to the parliament

On Tuesday, First Deputy Secretary of the National Security and Defense Council of Ukraine, Colonel-General Mykhailo Koval took part in a press conference on the topic “Territorial Defense of Ukraine. Current state and prospects for development”.

Commander of the Land Forces of the Armed Forces of Ukraine for Territorial Defense, Major General Anatoliy Barhylevych; analyst, member of the Volunteer Council at the Ministry of Defense of Ukraine and advisor to the Commander of the Special Operations Forces of the AFU Denys Podanchuk also participated in the event.

Mr. Koval reported that the interagency working group for preparing proposals to strengthen the defense capabilities of the state, which he heads, has developed two bills on the development of the territorial defense system, which take into account current challenges and threats. Both documents were sent to the Office of the Head of State.

The working group included, in particular, representatives of law enforcement agencies, the highest military command, and specialists in international law.

“The interagency working group included specialists of all structures who worked hard; we developed two alternative bills, and two weeks ago presented them to the President - the Supreme Commander-in-Chief, - the First Deputy Secretary of the NSDC of Ukraine said. - The President made some remarks that we took into account, and these bills are now in the Office of the President of Ukraine”.

According to Mr. Koval, President Volodymyr Zelensky within the deadline set by him - until December 29 this year - will submit one of these bills to the Verkhovna Rada of Ukraine.

He expressed hope that the parliament would pass this important bill as soon as possible.

The First Deputy NSDC Secretary informed that another bill authored by people’s deputies had been registered in the Verkhovna Rada of Ukraine.
