Oleksiy Danilov: The strategy for the development of the defense-industrial complex, part of which should be a single agreed position on transforming the SC “Ukroboronprom”, should be drafted as soon as possible

The strategy for the development of Ukraine’s defense-industrial complex, part of which should be a single agreed position on transforming the State Concern “Ukroboronprom", should be drafted as soon as possible.

Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov stressed this during an interagency meeting on December 10, this year, dedicated to the issue of transforming the State Concern “Ukroboronprom”.

The Council’s Secretary noticed that changes in the organization of the defense-industrial complex in general and the transformation of the Concern, in particular, are currently a priority set by President of Ukraine Volodymyr Zelenskyy.

Mr. Danilov reminded that the tasks of reforming the defense-industrial complex, in particular, the Concern, are determined by four NSDC decisions (in March and May 2016, March 2019, and February this year) and by the State Target Program for Defense Industry Reform and Development until 2021.

This year, the Cabinet of Ministers of Ukraine has been entrusted with the implementation of the relevant tasks under the NSDC decision of 18.02.2020 “On the main indicators of the state defense order for 2020 and 2021, 2022”, put into effect by the Presidential Decree of February 27, 2020, said the Council’s Secretary.

The participants of the meeting expressed their vision of ways to reform the Concern. Among other things, it was emphasized that the implementation of measures to reform the “Ukroboronprom” should take place only based on documents approved by the President of Ukraine and the NSDC of Ukraine.

Summing up, Mr. Danilov stressed that drafting of the strategy for the development of the defense-industrial complex is provided by the National Security Strategy of Ukraine, approved by the Decree of the President of Ukraine of September 14, 2020, № 392.

“The only agreed position on the transformation of the Concern should be part of this Strategy. We need to work as quickly as possible, to involve scientists and representatives of the private sector, the relevant parliamentary committee, - Mr. Danilov said. - This is cooperation for the benefit of the state”.

He stressed that during the transformation of the Concern it is necessary to focus on providing the Armed Forces of Ukraine with modern high-quality competitive products of Ukrainian production, developing science and modern technologies, as well as preserving intellectual property owned by “Ukroboronprom”.

The NSDC Secretary also noticed that now, for the first time in a long time, the Government and the Concern have reached a common vision on ways to reform “Ukroboronprom”. “I am glad to note that the NSDC Staff has once again become a platform where compromise solutions have been found”, - he said.
