Serhiy Kryvonos: Implementation of a clear science-based state military-technical and military-industrial policy will guarantee an irreversible rebuff to military aggression

Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Kryvonos stresses that the implementation of a clear science-based state military-technical and military-industrial policy will guarantee an irreversible rebuff to military aggression.

He stated this in his speech at the VII International Scientific and Practical Conference within the framework of the XVI International Specialized Exhibition "Arms and Security - 2019" "Problems of coordination of military-technical and defense-industrial policy in Ukraine. Prospects for the development of weapons and military equipment".

Mr. Kryvonos emphasized the importance of speeding up the implementation of the decisions of the National Security and Defense Council of Ukraine in state military-technical and military-industrial policy by the executive bodies. In this context, he also emphasized the need to introduce a "sliding planning" method in this sphere, since Ukraine has introduced a three-year state defense order, and state development programs in arms and military equipment and defense-industrial complex have a five-year planning horizon.

The Deputy NSDC Secretary also considers it relevant to "plan program activities based on the real possibilities of the state budget".

"In addition to budget financing, in my opinion, an extremely effective way of developing defense companies' production capacities is to attract foreign direct investment", - Mr. Kryvonos said noticing that the issues of organizing foreign investment in the defense industry require thorough discussion and elaboration.

In this context, he stressed the importance of defining at the legislative level the principles and features of privatization of state-owned defense-industrial complex enterprises with the protection of state property and technology, as well as the possibility of attracting foreign investment in defense industry while ensuring state control to counter potential threats to national security.

According to the Deputy NSDC Secretary, it is advisable to establish a State Fund for the Development of the Defense Industrial Complex, which will allow to channel the funds received from the privatization of the state defense enterprises to finance the measures envisaged by the Strategy for the Development of the Defense Industrial Complex of Ukraine, the programs of reform and development of the defense-industrial complex of Ukraine. "The key spending unit of these funds should be the central executive authority, which ensures the development and implementation of the state military-industrial policy", - he said.

As for foreign investments, Mr. Kryvonos posits that they can be directed not only in the sphere of production of weapons, armaments, military and special equipment but also in the development of industrial facilities aimed at the production of civilian products at the enterprises of the defense-industrial complex.
