Realization of Minsk agreements is a straight way to reintegrate Donbas. This was stated by Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov during the program "Left Bank" on 24^th channel.

As NSDC Secretary noted, the first precondition for this process is the complete liberation of occupied territory from invaders. "We can't talk about any processes of returning of Ukrainian authorities to this territory until Russian military, Russian army are there and Russian weapons are being used", - he said and added: "The process is very simple - the complete withdrawal of Russian army, all Russian military mercenaries, contracted servicemen, generals, soldiers who are willing to kill for money".

Oleksandr Turchynov remarked that the second stage - shutting off the border, Ukraine's full control over the border along all our territory. "This is necessary in order to avoid the creeping provocative formula, which Russia imposed upon us at the very beginning of the occupation, when under the guise of humanitarian convoys, some other kind of aid the military equipment entered and etc.", - he stressed. NSDC Secretary added that "without shutting off the border we are permanently going to have a system of resumption of this military provocation on Russia's side".

Oleksandr Turchynov stated that after fulfillment of first two stages goes the restoration of authorities, of Ukrainian law, Ukrainian Constitution at this territory: "And from that moment the process of full-featured reintegration begins".
