Oleksandr Litvinenko: New system of crossing the checkpoints

Deputy to the Secretary of the National Security and Defense Council of Ukraine Oleksandr Litvinenko today during his briefing told about the new mechanism for obtaining passes to the area of ATO.

According to him, the application for a pass to the area of ATO may be submitted in four ways: by filling out the form for a pass on the Internet; by sending data via e-mail; by sending documents by regular mail, as well as by leaving documents for passes in special boxes that will be set at the zero point of the roadblock and will be checked out every 3 hours 4 times a day.

"The principle thing is that there will be no contact of citizen and the serviceman", - said Oleksandr Litvinenko.

As Deputy to NSDC Secretary stated, after submitting the documents in one of these ways, they go to processing center, where applicant's data is checked for compliance with databases of law enforcement agencies.

"If a person submits the application in electronic form, he receives the number of the application by which he can trace its flow and processing state online", - said Oleksandr Litvinenko and added that 10 days are given for reviewing of the application.

According to him, citizens will need only a passport when crossing the checkpoint. "A man comes to the checkpoint, shows his passport, the border guard checks whether he is authorized. There will be no paper passes" - Oleksandr Litvinenko said.

He also added that now when crossing the line of separation in the area of ATO two problems may occur: the contact with officials and queues. "There is such a huge problem that we face - the direct contact of official or soldier with the citizen, what creates corruption conditions. If there is a possibility of corruption, it will occur. The second issue is huge queues of citizens, so besides the appropriate function of admission control, we create problems for law-abiding citizens. And that's bad", - he stressed.

Deputy to NSDC Secretary said that the system, introduction of which is planned for July 7, is more efficient than the present one, and it is aimed, in particular, on solving of the above mentioned problems.
