The National Security and Defense Council of Ukraine is the coordinating body in matters pertaining
to national security and defense under the President of Ukraine. The National Security and Defense
Council of Ukraine shall coordinate and supervise the activities of organs of executive authority
in the sphere of national security and defense. The President of Ukraine is the Chairman
of the Council of National Security and Defense of Ukraine.

According to the NSDC decision, sanctions were imposed on 756 legal entities and 1748 individuals

President of Ukraine by his Decree № 126 put into effect the decision of the National Security and Defense Council of Ukraine of May 2, 2018 "On the imposition of personal special economic and other restrictive measures (sanctions)". This decision was made on the basis of proposals from the Security Service of Ukraine, the National Bank of Ukraine and the Cabinet of Ministers of Ukraine.

According to the NSDC decision of May 2, 2018, sanctions were imposed on 756 legal entities and 1748 individuals.

The individuals associated with Russian aggression against Ukraine, as well as against which the US and EU governments had adopted restrictive measures, were added to the sanctions list.

The decision provides for the extension of sanctions against individuals and legal entities imposed by the NSDC decision of April 28, 2017 and enacted by President's Decree № 133 of May 15, 2017.

In addition to already existing sanctions, the list was expanded to: individuals involved in the illegal activity in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol was expanded; citizens of the Russian Federation (investigators, judges, law enforcement officers) involved in illegal prosecution and illegal actions against Ukrainian citizens; defense-industrial complex of the Russian Federation, as well as legal entities involved in supporting Russia's military aggression and creating threats to the information and cybernetic security of Ukraine. Personal sanctions against some Russian oligarchs and soldiers from PMC Wagner were also applied.

The Cabinet of Ministers of Ukraine was instructed to submit within a month the proposals to amend the legislative acts of Ukraine concerning the improvement of the procedure for the imposition, implementation, and monitoring of sanctions.
