The National Security and Defense Council of Ukraine is the coordinating body in matters pertaining
to national security and defense under the President of Ukraine. The National Security and Defense
Council of Ukraine shall coordinate and supervise the activities of organs of executive authority
in the sphere of national security and defense. The President of Ukraine is the Chairman
of the Council of National Security and Defense of Ukraine.

Historical background of the NSDC activities

According to the Decree of the President of Ukraine of August 30, 1996, 772, and in accordance with Article 107 of the Constitution of Ukraine, the National Security and Defense Council of Ukraine was created as a permanent constitutional body which coordinates and controls the activity of bodies of executive power in the sphere of national security and defense. The National Security and Defense Council of Ukraine was established to replace the Defense Council of Ukraine and the National Security Council of Ukraine, which had operated from 1991 to 1996.

The Defense Council of Ukraine was established by the Resolution of the Verkhovna Rada of Ukraine of October 11, 1991, 1658-XII. In accordance with the Provision on the Defense Council, it was designated as the highest state collective body on the issues of defense and security of Ukraine, seeking the following goals: protection of sovereignty, constitutional order, territorial integrity and inviolability of the republic, development of strategies and continuous improvement of policy in the sphere of defense and state security, comprehensive scientific assessment of the nature of the military threat, determining position toward modern warfare, effective control over the execution of the tasks of the state and its institutions in keeping the defense capabilities of Ukraine at the level of defense sufficiency.

On January 23, 1992, by his Order of January 23, 1992, 28, the President of Ukraine appointed VITOVSKY Myroslav Ivanovych Secretary of the Defense Council of Ukraine, a position which Vitovsky held until November 30, 1995.

In accordance with the Resolution of the Verkhovna Rada of Ukraine of April 9, 1992, 2261-XII, the Defense Council of Ukraine included the President of Ukraine - the Chairman of the Defense Council of Ukraine, the Chairman of the Verkhovna Rada of Ukraine, the Prime Minister of Ukraine, the First Vice-Chairman of the Verkhovna Rada of Ukraine, the Minister of Foreign Affairs Ukraine, the Minister of Defense of Ukraine, the Minister of Internal Affairs of Ukraine, the Minister of Machine-Building, Military-Industrial Complex and Conversion of Ukraine, the Head of the Security Service of Ukraine, the Commander of the Border Guard Service of Ukraine.

According to the Temporary Provision on the National Security Council of Ukraine, approved by the Order of the President of Ukraine of July 3, 1992, 28, the Council was designated as an advisory body in the system of state executive power under the President of Ukraine, the main task of which is to prepare proposals and draft decisions of the President of Ukraine regarding the implementation of the policy in the sphere of protecting national interests and ensuring the national security of Ukraine.

From July 1 to November 19, 1992, the position of the State Advisor of Ukraine on National Security, the Secretary of the National Security Council of Ukraine, and from November 19, 1992, to April 19, 1993 - the Adviser to the President of Ukraine on National Security Matters - Secretary of the National Security Council under the President of Ukraine was held by SELIVANOV Volodymyr Mykolayovych.

On December 1, 1993, KARTAVTSEV Valery Stepanovych was appointed Secretary of the National Security Council under the President of Ukraine, Head of the Staff of the National Security Council under the President of Ukraine (in office until August 5, 1994).

By the Order of the President of Ukraine of August 5, 1994, 95, Volodymyr Pavlovych HORBULIN was appointed Secretary of the National Security Council under the President of Ukraine, and by the Decree of the President of Ukraine of October 17, 1994, 613 - Secretary of the National Security Council under the President of Ukraine - Adviser to the President of Ukraine on National Security Matters.

By the Decree of the President of Ukraine of August 23, 1994, 469, a new Provision on the Council was approved. According to it, the Council is designated as a collegiate body under the President of Ukraine, which carries out organizational and coordination activities in ensuring national security.

With the adoption of the Constitution of Ukraine on June 28, 1996, a new stage in the work of the Council began. According to Article 107 of the Basic Law:

The National Security and Defense Council of Ukraine shall be the coordinating body to the President of Ukraine on the issues of national security and defense.

The National Security and Defense Council of Ukraine shall coordinate and control the activity of executive power bodies in the area of national security and defense.

The President of Ukraine shall be the Head of the National Security and Defense Council of Ukraine.

The President of Ukraine shall form the personal membership of the National Security and Defense Council of Ukraine.

The Prime Minister of Ukraine, the Minister of Defense of Ukraine, the Head of the Security Service of Ukraine, the Minister of Internal Affairs of Ukraine and the Minister of Foreign Affairs of Ukraine shall be ex officio members of the National Security and Defense Council of Ukraine.

The Chairman of the Verkhovna Rada of Ukraine may participate in the meetings of the National Security and Defense Council of Ukraine.

Decisions of the National Security and Defense Council of Ukraine shall be put into effect by decrees of the President of Ukraine.

The competence and functions of the National Security and Defense Council of Ukraine shall be determined by law".

By the Decree of the President of Ukraine of August 30, 1996, 772, in accordance with Article 107 of the Constitution of Ukraine, the Staff of the Council was established. By the Decree of the President of Ukraine of October 4, 1996, 927, the Provision on the Staff of the Council was approved (the new wording of the Provision was approved by the Decree of the President of Ukraine of October 14, 2005, 1446, the final changes of the Provision were approved by the Decree of the President of Ukraine of April 6, 2012, 251/2012).

The development of the legislative framework for the activities of the Council was finalized by the adoption on March 5, 1998, of the Law of Ukraine 183/98- "On the National Security and Defense Council of Ukraine".

Since the establishment of the National Security and Defense Council of Ukraine, the following people have held the post of the Secretary:
